Ana Rosa compares Papi to a blue moon because a blue moon comes only once in a while and not all the time and that is just like Papi because Papi has never really danced in the story and had just been there on the porch sitting in a chair drinking rum over and over again until he is drunk. However, when Papi started to dance and burst out some moves it was something Ana Rosa had never seen in her life-time.
