If all 3 people play the same symbol, that means player 1 wins instead of a draw where they can have a do over to get a clear winner. . If everyone is different, then according to the rules in the problem, player 2 wins instead of their being a draw.  If it is a tie between 2 of them player 3 wins which shouldn't be true depending on the hand sign. They should include a rule for 2 way ties where the 3rd person gets to lose while the other 2 duke it out.
