The U.S was able to provide such aid because the U.S economy was the most stable after the end of WWII. The main objective of the Marshal Plan was to provide  political stability through revitalising European nations economies and by doing so hopefully blunt the appeal of a communist revolution.
16 countries were a part of the plan.
The Marshal Plan was first announced to the public by George Marshal (The U.S Secretary of State) on the 5th of June 1947.
European nations received almost 13 billion dollars in financial aid.
