Once a sure spot to have the swimming events in, it's now on thin ice after the quality suggested that competitors may contract illnesses if competing in the waters. The article then goes on to inform the reader of the protocols that are taking place. One such protocol is the construction of a new sewer line that will block untreated water before it reaches the competition area.

What can the government do to combat this issue

In my opinion, one idea the government can act upon is enforcing new laws on companies that deal with water. They can add new rules and regulations involving taking care of garbage in an environmentally safe way, with harsh consequences if not followed.
Another idea is to host - or fund - an awareness committee, making it easier for said committee to travel around Canada, informing people of the many dangers water pollution can do to our environment.
