If it had been a Non-Newtonian Fluid the penny would have sunk into it. Oobleck poured like a liquid and shaving cream does not. Oobleck also, when pressure is released from it, turns into a liquid and objects can sink into it, shaving cream does not. The characteristics of a solid is that it has a definite shape and volume, liquids have a definite volume and no definite shape, gases have neither a definite shape nor volume. Shaving cream has a definite shape and volume.
