Probably based on a human desire to control the populous and create some form of cult of personality. Then the law will be the 'Dura lex, sed lex'. An unjust law but a law non the less. That would be a example of the failure of the human morality. since to some extent the law makers must know what they are doing is wrong since it takes away a basic human right of thought. But most laws in the western society's are based on democratic principles and understanding of one another. It is unnatural for us humans to act this way (to find consensus instead of fighting or to give a minority group some help when it's natural to ignore those who aren't amongst us etc.) But because we have the intellect to empathize with one another our modern law is mostly the 'Good Law'. So the concept of law can be tainted or perverted but it's essence to find a common ground among us as a species can be called a greatest masterpiece after all. In an ideal world, the law acts to safeguard and uphold the rights of the people. However, there are examples whereby the law serves contrary to it's intended purpose. For instance, the rights of certain minority groups or a more niche demographic of society might be compromised due to the presence of archaic law that may need to be reformed.
