Good evening Dear GCLOBA members,

Thank you all for the vigorous debate on the proper actions to take both with respect to the immediate future and the 2020 AGM & the affairs of the Association as a whole.

In the interest of time I will summarize the conclusions reached and outcomes of the BOT/Exco Zoom meeting of Thursday 21 May, 2020; thus:

The BOT acknowledges the considerable efforts made by the current administration to strengthen and improve the School and the bond between members, and, on behalf of the Association wishes to convey its deep appreciation to the Exco for their efforts and sacrifice. The BOT appreciates that the tasks they have undertaken have been onerous and the resources limited and commends their diligence in discharging their roles individually and corporately.

HOWEVER:

Despite the foregoing the BOT has unfortunately been forced to conclude, from the incessant and heated disputes in Public fora between members of the Exco, that the working relationship within the EXCO is damaged beyond repair.

The BOT considers this development sad and very regrettable moreso as several efforts by the BOT and several well-meaning Elders and members of the Association to broker peace and harmony amongst the EXCO members did not achieve the desired results.

In the circumstances the BOT has, also, been forced to conclude that it would be inadvisable for the Association to hold elections at the forthcoming AGM given the highly charged atmosphere which suffuses the Association’s Platforms and Public Fora at present.

This is because the BOT believes that the clear breakdown in the relationship between EXCO members has spread to members of the Association resulting in the creation of factions and groups akin to quasi-political associations within the GCLOBA, with the consequence of a severe lowering of camaraderie and brotherly feeling amongst members and diminished commitment and involvement of members.

Needless to say this has also hindered the progress of the Association in positively impacting on the lives of members.

The BOT believes that holding elections at present, given the several perceived defects of the current Constitution and at a time of extremely heated feelings amongst the group would most likely engender near-partisan rivalries which could end up damaging the Association beyond repairs.

THE BOT THEREFORE RECOMMENDS:

1.That the current EXCO should see out its tenure until the 1st of July 2020;
 
2. That, while, for purposes of Constitutional Order the AGM called for the 31st of May 2020 should go ahead the Agenda for the AGM should not include the holding of elections or any matters relating thereto.

3. That rather, a Motion should be presented at the AGM, for the consideration of members that, in the light of the observed weaknesses of the present Constitution it should be suspended and that, in its place, the Association should make the following resolutions:
 
(A). The election for a new Exco should be deferred until a new Constitution is approved by the Association;
 
(B). The Association should approve the constitution of a 5 (five) member GLCOBA INTERIM COUNCIL (GIC) for the Association comprising of the Presidents of the first five initial Class sets - the 1979, 1980, 1981, 1982, & 1983 sets to be headed by the President of the 1979 Class set to administer the affairs of the Association for a period not exceeding 6 (six) months from the 1st of July 2020.

(C). The GIC shall be charged with responsibility to:
 
(i). Undertake and otherwise see to the amendment of the Association’s Constitution to produce a robust and stable foundation for the management of the Association’s affairs;
 
(ii). Publish, within 3 (three) months a draft of a new Constitution on the Association’s Global Platform and any other suitable Fora for review, comment and amendment within a limited review period of not less than 1 (one) month;
 
(iii). Upon expiry of the review period the GIC shall call an EXTRAORDINARY GENERAL MEETING (EGM) at not less than 2 (two) weeks notice to have the amended Constitution approved AND to conduct elections for a new Exco under the new Constitution.
 
(D). In the discharge of these mandates the GIC shall be subject to the directives of the BOT on any issue.

The BOT passionately solicits the support of all members to carry out these vital tasks and urges all members of the Association to put aside all personal differences and come together to see the Association through these challenging times and ensure that we all come through this stronger and more united.

2. End of current EXCO's tenure - Format and modalities of handing over, particularly on financials,  including cheques, bank details and other related 
documents, taking over and control of Association's bank account,  etc. 

3. Formal constitution of Interim Council - Modalities and details of mandate and operations.

4. Suspension of Association's Constitution-Modalities thereof,  etc. 

5. Amendment of Association's Constitution - Modalities, including detailed deliberations on BOT's agreed consensus or stance on crucial areas of the Constitution that call for drastic amendments, etc.
