Mr. Foster previously served at Port Jervis High School, where he was an education program coordinator and special education teacher for two decades. He has also served as a summer school principal and alternative education co-principal.

Regis Foster attended East Stroudsburg University in Pennsylvania, where he earned his bachelor’s degree in secondary social studies education. He subsequently obtained master's degrees in educational administration and special education from the same institution.

Beyond his professional endeavors, Mr. Foster serves as a member of the Port Jervis Tourism Board. He is also an active member of several community organizations including the Knights of Columbus Council No. 471 and the Port Jervis Benevolent and Protective Order of Elks Lodge No. 645. He spends his free time pursuing interests that include sports, cooking, gardening, and travel.
