         <description><![CDATA[<div>The delegates had a very difficult time deciding how many representatives each state would get in the new Congress. This caused a great deal of debate between delegates from the large and small states. It was a very difficult problem for them to solve.</div><div>The Virginia Plan was a large state population, they wanted the number of Representatives based on population.<br>The New Jersey Plan was the small state population, they wanted equal number of representatives for each state.</div>]]></description>

         <description><![CDATA[<div>Northern and southern states disagreed on how slaves should be counted in the population. They argued that slaves were considered property, and therefore should be counted for taxes but not for representation in Congress this presented a very difficult problem for the delegates to resolve. <br>The southern states plan was to count slaves as part of the population for representation but not for taxes.<br>The northern states plan was to not count slaves as part of the population for representation and for taxes.</div><div>In the ⅗ Compromise Southern states Would be allowed to count slaves as three-fifths of a person For representation and Taxation purposes. </div>]]></description>
