I think that a rulers job is to keep their people safe, and keep the peace between everyone and even though like Luke said, he knew how to get things done and he was very smart, he was not keeping the peace and he was not being fair. When he discovered a plot against his life he had them who caused it and their families killed. I don't think that is fair it's just cruel.</div>]]></description>

He had all books burned that didn't go along with his ideas (legalism). He forced thousands of commoners to work for him and then punished them and sometimes had them killed. That does not seem like a very good ruler to me.</div>]]></description>

But I personally think he was an effective leader because of all the things he did for china. First, as a big part he unified China. Then taking the advantage of emperor he involved all types of actions that brought China together as one. Yes he was the cause of many deaths but his strict laws and actions are what held China together. Then said when he died China was no longer unified and fell apart, so he was a big part of China's history.</div>]]></description>

Also everyone is eventually going to make a mistake and even though the mistakes he made caused 460 deaths he overall helped Chinas growth. I think this because although his punishments might be "harsh" atleast he didnt let everyone do whatever they want when they want.  If people did this China would not be a great place and over all he would just be a bad ruler.  This also helped him bring china together.  If no one listened then he wouldn't have been able to unify China. Even though he unified China, He had a specific way of doing so. Such as harsh punishments, burnings of all books thats did not follow his self belief, and even claiming all power. I think that he took charge and made sure that his voice was heard, yet this may be the reason why people think he is not an effective leader. Many feared Shi Huangdi, even his own people. And in my opinion I think that you should look up to your leader, not fear them.</div>]]></description>
