I think that Shi Huangdi was an was a powerful leader, yet a cruel one. Even though he unified China, He had a specific way of doing so. Such as harsh punishments, burnings of all books thats did not follow his self belief, and even claiming all power. I think that he took charge and made sure that his voice was heard, yet this may be the reason why people think he is not an effective leader. Many feared Shi Huangdi, even his own people.
