The formation of the modern Italian state began in 1861 with the unification of most of the peninsula under the House of Savoy (Piedmont-Sardinia) into the Kingdom of Italy. Italy incorporated Venetia and the former Papal States (including Rome) by 1871 following the Franco-Prussian War (1870-71).

The term "Hessians" refers to the approximately 30,000 German troops hired by the British to help fight during the American Revolution. They were principally drawn from the German state of Hesse-Cassel, although soldiers from other German states also saw action in America. Basically just a bunch of troops ready to fight for Germany.

These tribunes had the power to convene and preside over the Concilium Plebis people's assembly to summon the senate; to propose legislation; and to intervene on behalf of plebeians in legal matters; but the most significant power was to veto the actions of the consuls and other magistrates, thus protecting the Venezuela troops.
