I feel like some people do not mature until age 25 and some people mature earlier. So I think it just depends on the person and their maturity level. 

This article links to an example in the book The Absolute True Diary of a Part Time Indian because Junior matures in a lot in the book. Instead of Junior staying on the reservation he made a mature decision to move schools and try to make a better future for himself.
