They had to figure out how to solve this problem. I think this was something that had to be thought through very well to be able to solve it. I think people had to work together to figure out how to solve this and they did. They came together and figured out a way to solve the problem. This refers to when our countries makes treaties with other countries and how they work together to make thing happen or when something goes bad in one of the countries that is on the treaty they work together to fix the problem.
