3.The NCIS was implemented on Nov. 30, 1998 and later amended on Jan. 8, 2008 in response to the Apr. 16, 2007 Virginia Technical University shooting so that the Attorney General could more easily acquire information pertinent to background checks such as disqualifying mental conditions.

Supreme court rules on june 28, 2010 the Fourteenth Amendment, specifically the Due Process Clause, includes the Second Amendment right to keep and bear arms and, thus, the Second Amendment applies to the states as well as the federal government, effectively extending the individual rights interpretation of the Second Amendment to the states.

2008 the supreme court repeatedly upheld an individual rights interpretation.

The Court stated that the right could be limited.
