Different shutter speeds change the format of the photo to being blurry of the movement in the photo or making it clear. You always want the shutter speed to be your priority when taking pictures because you don't want the photo you're planning to take  appear the total opposite. For example, taking a picture of moving lights you want the shutter speed to be lower in order for the photo to come clearly with the movement.
