Lawmakers see that by keeping marijuana illegal it pushes the production and distribution into an underground market. This, in combination with the people involved with this underground market, can cause harm to anyone involved. In addition by legalizing and regulating marijuana they can prevent the use of marijuana in teens without punishing responsible adult users. They provide this along with the new source of revenue for the state, as a cause for their stand point. 
In this article the lawmakers use the defense of doing this as a way to save teens from using, can be considered emotional language.

The author states that Bergmann cited a study/article and lied about the result.
