         <title>Leaders are facilitators.  Staff can work together helping choose, implement, and assess action plans based on data they helped gather.  Also, think smaller!  Often the task is getting to the &quot;nitty-gritty&quot; as defined by the case study we just reviewed (Gibson).</title>

         <title>The ACT phase supports how data-based decision-making uses student data to guide the improvements, then data from examining the instruction, then again to assess for adjustments. Data is used &quot;relentlessly&quot;; creating a habit of using data for continuous improvement plans. The other piece is that it truly is a process that is intentionally collaborative ... a team effort. </title>
