California was going to be a free state, which caused a lot of controversy between the free and slave states. So the Slave states said if california is going to be free then we are going to install the Fugitive State law. The law stated that if a slave was found trying to escape or in a free state they were to be brought back to the plantation that "owned" them, were they could be beat legally.

The author of Uncle Tom's Cabin was inspired by many things leading to this story, but the main one was when she had lost her own child she sympathized with mothers who had lost their children as well. This story is about a slave who went through some horrid things while only trying to help. This story was believed to be one of the main causes of the civil war because she brought a big spot light to a situation that most thought they could just ignore, but the free states spread the book around but the slave states banned the book and tried to discredit it.
