Explanation.
Limited gov was strength because it took more power from the king and queen and gave it to the people. Which means that if the king and queen wanted to pass a law they had to go through parliament to get it approved and can’t just enforce it on everyone.

Congress was able to request and ask the states to give money for things like militaries and militias, or just because they wanted to. But the states did not have to give them money because Congress didn't have enough power to force them to give money or taxes.
