For example,  ABC-Clio stated, "Rwanda, plus the area that is now Burundi, was put under German control at the 1885 Berlin Conference, before any westerner had actually been within its borders. In 1894, the German count Gustav Adolf von Goetzen finally ventured into Rwanda and initiated a short period of German colonization. During World War I, Belgian forces advanced from the Rwanda and took control of the area. In 1923 the League of Nations gave Belgium the official mandate for both Rwanda and Burundi." This shows that Rwanda fell under German control and Belgium forces invaded the Rwanda area. This is a long term cause of why the genocide began, because Belgian control pitted Hutu's against Tutsi's. According to ABC-Clio, "The Belgians continued the governing system of Tutsi control, further removing power from the Hutus and giving privilege to the Tutsi minority in all areas. In 1935 the Belgian government solidified the divide between the ethnic groups by creating an identification system, forcing everyone to carry a card labeling them as Tutsi, Hutu, or Twa." A short term cause of the genocide was when the Rwandan President's plane was shot down and he was killed. The book, The Rwandan Genocide states, "On the evening of April 6, 1994, a plane carrying  Rwandan President Habyarimana and Burundian President Cyprien Ntaryamira was shot down over Kigali; the ensuing crash killed everyone on board." A short time later, enraged Hutus went on a murderous rampage that ended with the brutal deaths of over 800,000 Tutsis. While the killing spree lasted only 100 days, it left behind unspeakable horrors that will go down in history as one of the most brutal genocides ever. According to Britannica, "A transitional government of national unity was established on July 19, with Pasteur Bizimungu, a Hutu, as President and FPR leader Paul Kagame, a Tutsi, as Vice President. The genocide had come to an end." This event shows that when Paul Kagame became Vice President the genocide started to come to an end. Another event that contributed to the end of the genocide was when the FPR captured most of the land and caused the murderous Hutu militias to leave the country. Britannica stated, "The FPR were successful in securing most of the country by early July." That is a key reason why the genocide came to an end. With the Hutus gone, the threat of genocide was gone. One last reason why the genocide came to an end is stated in the book The Rwandan Genocide. The book states, "On June 22 the UN backed the deployment of a French-led military force, known as Operation Turquoise, into Rwanda to establish a safe zone" This event shows that international community was finally doing something to provide the safety the people of Rwanda needed. However, it was too little, too late for the 800,000 victims. Another event that happened during the Rwandan Genocide was when the US House of Representatives passes the Federal Assault Weapons Ban. During the summer of 1994, the House and Senate Banking committees begin hearings on the Whitewater scandal. The hearings investigated if the President Clinton and his wife Hillary broke the law back in the early 1980s when a real state development they invested in failed. Officials at the US embassy in Kampala knew that weapons were crossing the border, and the CIA knew that the rebels’ growing military strength was escalating ethnic tensions within Rwanda to such a degree that hundreds of thousands of Rwandans might die. This is not good.  According to the Atlantic, "As the terror in Rwanda had unfolded, Clinton had shown virtually no interest in stopping the genocide, and his Administration had stood by as the death toll rose into the hundreds of thousands."
