He was born in 1930 and realized he was gay when he was in high school. He went on to a Navy career but had to retire as a 2nd grade lieutenant after questions were asked about his sexual orientation.  He moved to San Diego and was elected in January 1978. As city commissioner he protected LGBT+ rights and sponsored several anti-discrimination bills. He was an eloquent and fair-minded individual who fought for and brought together many minorities in the San Francisco area.
