In your map organization you should have three main streams and the topics from related literature should be list with that stream. It looks like you have identified "Tax Base" and "Athletics and EC Program"  as two streams so you just need to clearly identify 1 more. Most of you references are about school funding. I've made some comments on your lit map in green.
If you can, add more information for tax base and athletics and EC programs. In the are of athletes an other activities you could include articles about the benefits of those programs and how they affect students performance or attendance or something along those lines. You could also look at drop out rates Nicole is research this topic so she may be able to share some literature with you.

This article may be helpful. This is a difficult topic to research... I only looked quickly but research related to this topic seems a bit thin.

I do imagine, as Missy shared, that there isn't a lot of research in this area. Maybe through some of the literature your finding for your annotated bib, you may be able to determine a 3rd stream based on what's already out there.
