I think the phrase "semblance of normalcy" expresses how the setting is returning to a somewhat (semblance) normal (normalcy) place and time. This statement in the story suggests how hard it is for Brian to explain his view of the woods. After all that Brian has been through, he retells his view of his survival to his friend.
