The Council wants everyone to be the same. For example, when you work in a business, you would not like anyone to be smarter than you because it would lower you down. Another reason is you will become jealous of that person, and you would try to harm them to benefit you. Take a look back to the reason why Council rejected Equality invention because its ruin the Council's plane, the Council rejected because he against the laws and also his invention will bring back the past.
