The Continuum of "Troubling" to "Troubled" Behavior

In the article that I read, one situation stood out to me. The story about Kanita. She was referred to the ED program because of her disruptive and noncompliant behavior. All of the people that were involved with Kanita's case believed that her behavior was related to her mother being in jail. Later in the article, it stated that Kanita's teacher was the type of teacher to rely more on special education referral. In my opinion, they didn't asses her fairly, but based their decision on her behavior linking it to her mother being in jail. That is not fair to Kanita and it is also not fair that her teacher would just rely on Special Education services to make her class "easier".
