I find that when I personally talk to a student one on one the student is more likely to make n effort to do their missing work than just putting a zero in the grade book.

I email progress reports home and to the students weekly. Often this gets a response from the parents, and from the students, asking when they can come in to make up missing work.

Use differentiation strategies such as small groups, individual white boards, color coding, anchor charts, strategic seating chart, peer tutoring, reduced length of assignment/test questions.
