-Bolsheviks used considerably more force during their time in power, over 150,000 Russian were killed compared to 14,000 under the Tsar

-The Bolsheviks sought to help educate the working class, whereas the Tsar wanted to keep people illiterate so as to avoid an uprising

-the tsar desired to stay in WWI, Bolsheviks wanted to withdraw and focus on world wide communist revolution

-Lenin is more responsive to uprisings, he is willing to implement the NEP after the Kronstadt uprising, whereas the Tsar does not make major changes after Bloody Sunday

Similarities:

-both had a form of the secret police, Okhrana and the Cheka

-they sought to oppress political groups that did not support them, limitations on press and throwing opponents into prison

-under both of their reigns the Russian people were starving, more so under the Bolsheviks, whom had promised that they would solve the issue
