Federal, State, and local governments tries to reverse the downward trend in American cities by implementing urban renewal projects. These projects cleared older housing and built freeways and developments in hopes of revitalizing the downtown area. This backfired because people were forced out of their housing and forced to seek housing in areas that were already overcrowded. The federal government attempted to help this situation by providing public housing, but these projects caused an even greater concentration of poverty, which led to other problems such as crime.
