         <description><![CDATA[<div>Tuguegarao City is one of the most affected areas in the entire Cagayan Valley Region during the wet season because it is designated as a flood prone area and a catch basin for water from the region's various creeks in the mountains. The Environment Management Bureau (EMB) in the region has conducted water sampling monitoring in the region, and the results from the 15 sampling stations show the presence of high fecal contamination in the Pinacanauan River in Cagayan. Coliform bacteria are bacteria found in human feces. Another factor contributing to the rise in fecal material is that when it starts raining, improper disposal of waste causes waste to flow directly into the river. According to REPUBLIC ACT NO. 9275, also known as the "Philippine Clean Water Act of 2004," the state shall pursue an economic growth policy consistent with the protection, preservation, and revival of the quality of our fresh, brackish, and marine waters. As a result, the DENR (Department of Environment and National Resources) issued a directive to update the water quality standards for various parameters based on current classification of water bodies and their beneficial use. They put out a solution called "Modification of Significant Effluent Quality Parameters" (SEQP) to:<br><br>5.1 Water Waste Classification<br>5.2 One-year monthly monitoring data for both influent and effluent;<br>5.3 Existing wastewater treatment plant capital and operating costs;<br>5.4 Wastewater treatment plant technology and design treatment efficiency;<br>5.5 Wastewater Sources for the Concerned Parameter and;<br>5.6 Estimated additional compliance costs<br><br>There are advantages and disadvantages to DENR compliance. For the pros, the proposed action will be a huge help not only for the people but also to the environment. We can recycle and sanitize wastewater with the assistance of technology. For the cons, even though we are living in a new era in which technology is advancing, if the people themselves are the problem and cannot properly implement this, whatever the solution is, this will be difficult. As a result, we as a people of the earth must protect our resources.<br><br></div>]]></description>

         <description><![CDATA[<div>Tuguegarao is known for their capacity to provide fresh produce such as vegetables, rice, crops, and fruits. Not just Tuguegarao but the whole Cagayan Valley in general. The local government unit of Tuguegarao has launched a program called SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) in partnership with the Department of Science and Technology (DOST), University of the Philippines Los Banos (UPLB), Cagayan State University, and Isabela State University. The program raises strategies to create a sustainable environment through practical implementations. Promoting just as well innovative solutions for the agricultural sectors in order for them to continuously improve and prosper. This includes continuously planting trees as a long term investment for the lands that they sow produces and crops from. This will improve and increase the market for the products and will benefit those who work on them and those who sell them. They also need to be well prepared for calamities since their crops are highly the main treasures of Tuguegarao. But having a plan for when those unprecedented times happen and having the right tools and machineries to cope would be enough. Having programs such as the SARAI would also help promote causes such as being good stewards for the environment and all the fruits that they bear for the people and preventing those that only cause&nbsp; damage and harm to the agricultural domain and conditions. More specifically unto the solutions that can be proposed that can help with them.<br><br>Consistent monitoring of the needs in order to maintain lands that are rich in agricultural aspects.&nbsp;<br>Allotment of budget in order to provide the tools and compensate the people who work for the said stewards of the environment.&nbsp;<br>Compliance and proper accordance to responsible use of natural resources are the most crucial to the success of these programs and values being instilled.<br><br>As for the advantages, being specific in the rules being implied to improve the current condition and maintain what it currently has, will help keep people in line and pass onto the next generation these values in keeping Tuguegarao in pristine state. For the disadvantages, some people and/or organizations may try to keep doing activities that do more harm than good. Some people will not oblige to do what is really necessary and is expected of them and that is what makes all laws and rules hard since some will refuse to see the cause of why they are being asked to follow.&nbsp;<br><br></div>]]></description>
