1. Years of war throughout the country had disrupted it's farming and destroyed China's few industries.
2. China's geography was in a way where much of it's land was unable to be farmed on.

They put a whole bunch of people on a plot of land to farm endless shifts collecting food. The workers got to take a portion of the food and the rest would go to the government.
