Hammett was the President of the New York Civil Rights Congress. He had posted bail for a group of communists who were on trial for conspiracy. Hammett was then jailed because he refused to give the names of the bail money sources. He was put in prison for 5 months and when he was let out he had learned that the IRS was charging him $100,000 back in taxes.
