Later,in 1944,RPF called the creation of ICTR(International Criminal Tribunal for Rwanda).
Also,in 1996 the TRC was created(Truth and Reconciliation Comission)
 It provided an amnesty for all who will commit their crimes
In 1999 the National Unity and Reconciliation Commission provided justice system to deal with the crimes of the genocide and promote justice in particular 
The Gacaca courts were the people from the local community.
Defendants were given shorter sentences in exchange for confessing and asking for forgiveness from their victims' families.

It was established for the prosecution of persons responsible for the genocide in Rwanda. There was a lot of mistrust for the ICTR in Rwanda because of its slow pace and not charging against the members of the RPF-led government. Without the funds, it was just not the justice needed for reconciliation.
