It can be valuable to discuss measurement of different facets of the gap exacerbated by the pandemic (not only achievement, but also social-emotional learning), what existing programs can be implemented in the next years, create international collaboration to evaluate the impact of those programs and learn.

A lot of countries have limited dramatically their budget because of the pandemic. Development countries in Latin America with even larger debts than before. 
The question is: How to balance high-quality professional development with low cost of implementation? If we forget that programs will never be implemented, or it will be executed with substantial adjustments that will alter the impact of the program.
