The relation of the Jews to strangers was regulated by special laws (Deuteronomy 23:3; 24:14-21; 25:5; 26:10-13). A special signification is also sometimes attached to this word. An unfamiliar person. Someone you don't know, or who doesn't know you. Someone you don't remember, or you them. There are levels of being a stranger. They can be someone you haven't met, or never heard of. But you don't have to meet them for them NOT to be a stranger to you (i.e. Drake).

Whether or not you are a stranger depends on your point of view.

If Person A doesn't know Person B, then B is a stranger to A. However, if B knows A, then A is NOT a stranger to B, even though B is a stranger to A. However, the Torah's definition is all about family and tribes. If someone is not a member of your family, even though you may be friends with them, they are still considered a stranger by the Torah.
