Possible risks: child neglect, injury, under-stimulation
Fairly high number of caregivers, maybe one caregiver per three to five children, just to ensure each kid gets the attachment that he/she needs. Create a structured set of activities, to ensure every child is active during their sensitive period of growth. Give disclaimer that day care cannot simply replace the time that a primary caregiver spends with their child. If we need to for costs, we will label ourselves as a private day care and overcharge if we have to to pay for the care a child might need.

An outside, warm environment will promote nature interaction, interaction with other kids, and mental stimulation/problem solving skills at an early age. One or two adults to facilitate groups of no more than 10 kids. Allowing kids to engage in nature as opposed to a stifled education in a classroom.
Risks: Less structured, may not prepare kids for specific U.S. education systems in future years
Funding constraints: we require limited funding (nature = toys); no purchase of external play equipment or painting walls
