Sanitizing plants help keep the cost low in the future. Sanitation prevents insects and diseases. If you sanitize your plants, you are less likely to have to spend money on curing diseases. The most successful way of keeping scale insects out of my greenhouse would be to control weeds that are growing inside and outside of my greenhouse. Weeds in a greenhouse can cause several types of problems. Weeds give a habitat for diseases, along with insects to live in. To not give those a comforting home, you can use chemical applications to remove any weeds in your greenhouse.
Another way of keeping your greenhouse clean would be to take out the trash in your greenhouse. This is extremely important because they can create pathogens. It is also important to sanitize any benches sitting in the greenhouse, or the floors of the greenhouse. Different diseases can form themselves on those places. Especially, the floors because people are always walking on them. Lastly, the best way to keep a greenhouse properly sanitized would be to clean any equipment or tools being used with soap and water often. This all kill any algae, fungi, or any other bacteria that could or already has been formed.

Source:
https://www.extension.purdue.edu/extmedia/ho/ho-250-w.pdf

Culture control can be taken care of when dealing with scale insects by giving the insects a proper growing condition. You can do this by cutting off branches and twigs if limited to smaller plants. When you have a good cultural control, you can reduce insects/parasites, diseases, and exposure to heat.

Source:
http://ipm.ucanr.edu/PMG/PESTNOTES/pn7408.html
