She sure is lovable and often over-reacting at times, though her character as per the author is defined, 'feminine.' I don't quite find Della's hair to be defining her femininity. She just loved her husband, Jim a lot. She was ready to give up her prized possession just for her love. Though, her feminism can be defined by her over-reacting and hysterical attitude. The way she looked to Jim -her physical appearance- did matter to her.
