         <description><![CDATA[<div>Attempted to gain absolution by dissolving parliament and ruling independently but did delegate power so power was not 100% monopolised / centralised and it did end so clearly wasn't that efficient. The fact it did last for 11 years and only was recalled for taxation does show it was seemingly close to achieving absolution. </div>]]></description>
