PURPOSE
The author is raising awareness on the extent cyber crimes can go to during challenging times like these - for example, the Hong Kong protests.

ASSUMPTIONS
The writer assumes that the readers do not know extent the cyber criminals are going to in this "virtual war" between the government and the public. Purpose:
The purpose of this text is to encourage the relevant authorities to take action against cyberbullying and for those cyberbullies out there to stop bullying others. As said in the text, there are no laws to counter bullying. the author wants the severity to be reduced or in the best case scenario, cyberbullying is eliminated completely. "We trust it will help prompt a greater sense of urgency in tackling a difficult issue without encroaching on personal freedoms." quoted from the text. 

Assumptions: 
it is assumed that those victims are trying their best to protect their data from these bullies. it is also assumed that those victims have done nothing wrong to receive such treatment from the general public. It is also assumed that people do not know the extent of cyberbullying.

In the passage the writer talks about how there are no laws prosecuting  cyberbullying in para 5, and that watchdogs are not proactive in spreading awareness on cyberbullying for it to be taken seriously. 

Purpose: It convinces the readers that cyberbullying through doxxing should be condemned. It also urges the readers and other people in power to take action and realise that cyberbullying is an issue. In paragraph 3 the author agrees with a privacy commissioner that doxxing is "horrendous" and follows an "ugly trend", using negativity to show his disappointment.

Assumptions: Many people do not deal with cyberbullying seriously, which is why it is still a problem. It is also assumed that people like the government do not have laws to prosecute cyberbullying meaning that they do not see it as a large issue.
