The USSR was concerned with how East Germans viewed the US and wanted to protect their interests in Germany. Their new policies quickly shifted to making Eastern and Central Europe dependent on the Soviet Union and to create peaceful economic and diplomatic relations with members of NATO in order to undermine and push the US out of Europe, which they determined was rightfully theirs to control. This decision was sparked by the East German uprising, as the protesters were clearly unhappy with the current ruling by Ulbricht and the USSR, and the large number of East Germans who were migrating to West Germany. This helped to develop the tensions in the Cold War and the international integration of European nations, (Zubok 102).
