St. Louis, defending grafters in Minneapolis, originating corruption in Pittsburg, sharing with bosses in
Philadelphia, deploring reform in Chicago, and beating good government with corruption funds in New

So what he is basically saying is a business man is a corrupt man because big businesses is what is making the government corrupt, the business man is why the government is corrupt. Big businesses are in control of the government and the fact that the government is causing so many problems, the businessman is apart of that because he owns the business.
