The part about a ragged burlap bag helps the reader picture a ripped sack, and that the body gave a similar look off. It was not Charlotte's fault Zachariah took the blame, in my opinion, because Jaggery didn't know of the bond between them until Zachariah glanced over at Charlotte when he was shufflin over to Cranick's body. Also, Jaggery likely thought of Zachariah as the second in command due to the fact he has the most talents and age experience than the other members of the crew.
