         <title>The Commerce Power and its limits</title>

         <description><![CDATA[<div>The Commerce Power is the power of Congress to regulate interstate and and foreign trade. The United States has the greatest open market in the world. But, Congress cannot tax exports, cannot favor the ports of one State over another, cannot require that "Vessels bound to, or from one State can be obliged to enter, clear or pay Duties in another", and cannot interfere with the slave trade until they year 1808.</div>]]></description>

The Unites States spends more money than it brings in every year so they rely on borrowing money.<br>Currency Power: Congress has the power to coin money and regulate the value thereof. The US now uses legal tender such as dollar bills, coins, etc.<br><br></div>]]></description>

The authority to do this is implied through the constitution that the House and Senate may exercise that power through standing committees, subcommittees, and special committees. Investigations can be conducted to gather more information necessary to the framing of legislation, to oversee the operations of various agencies in the executive branch, to focus public attention on some particular matter, to expose the questionable activities of some public official or private person or group, and to promote the particular interests of some members of Congress.</div>]]></description>

The House votes on who gets impeached and he is then sent to trial against the Senate. Impeachment by the House requires a majority vote while the Senate requires two-thirds.Bill Clinton was impeached by the House for suspicion of inappropriate relationship but the Senate acquitted him.</div>]]></description>

         <description><![CDATA[<div>Congress may propose amendments to the Constitution by a two-thirds vote in each house. All 27 amendments have been proposed by Congress. Electoral Duties are used on weird occasions, like when both presidential candidates don't win a majority vote, the House elects the President and each state has one vote. If it comes down to this option, it is likely that a Republican candidate will win since most of the states in the US are red states.</div>]]></description>
