         <description><![CDATA[<div>Texas is exceptional not just for the sheer number of people under state control but also for the persistently brutal and inhumane conditions of their confinement, as discussed in chapters 3 and 6. The Lone Star State ranks fifth from the bottom in what it spends on average to house and care for each inmate under its control, or 43 percent less than the national average.98 It is dead last in per capita spending on indigent criminal defense services.99 Several years ago, Texas was forced to shut down the state’s juvenile detention agency and transform its juvenile justice system after a media exposé documented widespread physical and sexual abuse of youths in detention that state officials were aware of but had not acted upon.<br>&nbsp;</div>]]></description>
