An international conference of government and sports organizations created an anti doping code that requires a two year suspension of athletes caught using such drugs. Athletes are subjected to drug tests for recreational drugs, and those testing positive can face suspensions or bans from competition. Stimulants have been used by runners, cyclists, and other athletes since 1930. Anabolic steroids have been used by football players, bodybuilders, and other athletes. Athletes who use PEDs and those who supply them often put significant effort into passing drug tests. Use of PEDs is a form of cheating. Steroids are no more unfair then equipment like swim suits and equipment that lets you lift more weight. Fans deserve better sport performance that steroids would provide. Professional athletes, like violinists, need to be as good they can be. If you get rid of the testing, you punish those who are right so you can forgive those who are wrong. The fact is we never absolutely know that an athlete is on performance enhancing drugs when we watch live. Any public outrage about performance enhancing drugs is selective outrage.
