• The Moyano Law meant making instruction universal, compulsory (in its elementary grade), and free: a precise plan for the creation of schools was designed, it became the responsibility of the City Councils or Provinces to sustain schools and institutes and pay teachers' salaries, a Public Instruction Board was created in each province,  In addition to monitoring the proper administration of funds, to "promote the improvements and advancement of primary and secondary educational establishments".
