I think it could partly be because they think that the students might perform better apart from the African Americans, and also because it is a way to marginalize. It is simply unfair to ask a student to have to complete this task. The process of learning is long and it builds on itself as students gain skills and knowledge over prolonged periods of time. Students are clearly taking advantage of the program by not signing in and doing the work. Many students seem to think this may be "the easy way out" for them, and this is not what the schooling system needs.
