On December 10, 1973, Edward H. Steinman came with grievances against the public-school system of San Fran. He claimed that the San Francisco school system did not provide any form of English language education to around 1,800 students of Chinese ancestry, who did not speak any English.

Edward Steinman's argument.

Steinman argued that English was a core staple in learning at school, as, due to all the educators and other students speaking English, the Chinese students would not be able to learn anything and the education systems efforts would be wasted. Steinman also argued that this went directly against the Civil Rights Act of 1964, prohibiting any sort of racial, or cultural discrimination in any program or activity receiving Federal financial assistance Due to public school systems receiving money from the states, the argument from Steinman is that the schools are discriminating because they are not granting any sort language education, disadvantaging the Chinese students. The petitioners just want the schools to give the Chinese students equal education opportunities, whether these involve language courses or simply being taught the curriculum in Chinese.

Court and the Court of Appeals shot down this case. This was based off the reasoning that English was determined to be the main language used in schools, but that the school determines how to teach bilingually. And, in line “8573 of the Education Code provides that no pupil shall receive a diploma of graduation from grade 12 who has not met the standards of proficiency in "English," The court, however, had a hard time shutting down this case, as a lot of the facts of the case ended up contradicting one another.

Due to all the contradictions and controversy that surrounded the case, the case was brought up to the ultimate justice. The Supreme court itself.

The Opinion of the Court was delivered by Justice Douglas. The Supreme court viewed the fact that students needed to know basic English to learn basic English as a degree of hypocrisy. They also stated that it was evident that Chinese students had significantly less advantages, and that denying them English will cost them major educational opportunities.
