The roads are still very flooded, and the Air Force's High-water vehicles are all being used to deliver supplies.   Ivy suggests asking the monster trucks from the local Monster Truck Showdown to deliver the kits and promote the showdown at the same time,  so that the Showdown's promoter will see the value in it.
