Il regroupe les situations de logement qui ne répondent pas aux normes minimum d'une société donnée, ou dans lesquelles les individus ne maitrisent pas eux-mêmes la durée de leur hébergement.

- Loi ALUR 24 mars 2014 : Promulgation de la loi pour l’accès au logement et un urbanisme rénové 

- Loi ELAN : 23 novembre 2018 : Promulgation de la loi portant évolution du logement, de l’aménagement et du numérique. Résidences Sociales (HLM/Logements sociaux) : Les résidences sociales sont des solutions d’hébergement temporaire destinées aux personnes rencontrant des difficultés d’accès à un logement de droit commun du fait de difficultés à la fois sociales et financières. Elles sont composées d’habitation autonomes, adaptées aux configurations du foyer, favorisant la vie autonome des personnes admises.
